About Us

21st Century Research and Evaluations, Inc. was founded by Randy B. Nelson, Ph.D., in 1997. 21st Century was created with the vision of finding solutions for today's societal problems, particularly those affecting disadvantaged communities. By developing individualized research and evaluation techniques customized for the human services field, 21st Century has been able to provide thorough and accurate research designs, program planning and evaluations, systems management and policy analyses to local and state governments, the academic community and various non-profit organizations, specifically faith and community-based.

Dr. Nelson's educational background includes a B.A. degree in Sociology from Eckerd College, a M.S. degree in Corrections Administration from the University of South Florida and a Ph.D. in Criminology and Criminal Justice from Florida State University.

Through his work with local and state government, Dr. Nelson has been able to influence various evaluation projects throughout the state of Florida. As a result of his well-documented evaluation of the Florida Department of Juvenile Justice Hillsborough County Disproportionate Minority Confinement Pilot Project, the Florida Legislature funded other disproportionate minority confinement projects throughout Florida. This project was one of Florida's earliest efforts to find solutions for the over-representation of minorities in Florida's juvenile justice system.

Serving as an adjunct professor at Florida State University and Florida A & M University for a number of years, Dr. Nelson stays on the cutting edge of research and evaluation techniques. In addition, Dr. Nelson provides law enforcement training in the areas of community policing strategies and concepts to law enforcement academies and agencies.

Also, 21st Century staff has been instrumental in conducting various studies used to identify prevention methodologies designed to help solve the problems that negatively impact disadvantaged communities. Specifically, the research and technical assistance services provided by 21st Century have been effective in assisting community-based organizations to successfully meet their programmatic and outcome goals. As a result of his extensive work with faith and community-based providers throughout Florida, Dr. Nelson was appointed to the Governor's Faith-Based Advisory Board.
